This position performs professional analytical and program support work related to intelligence analysis, domestic security, emergency preparedness, and critical infrastructure protection. The incumbent conducts research and analysis of information related to governmental programs, threats, hazards, and operational risks to support planning, policy development, and strategic decision-making. Work includes evaluating data, preparing reports, and assisting with the development and implementation of initiatives that enhance organizational readiness and security.
The position facilitates and coordinates meetings, planning sessions, and collaborative efforts with internal staff and external stakeholders to support planning, problem solving, and strategy development across multiple organizational levels. Responsibilities may include assisting with preparedness planning efforts aligned with the National Incident Management System (NIMS), Incident Command System (ICS), and National Planning Frameworks.
Additional duties may include supporting Threat and Hazard Identification and Risk Assessment (THIRA) processes, Stakeholder Preparedness Reporting (SPR), and assisting with the administration and tracking of grants associated with the State Homeland Security Grant Program (SHSGP). The incumbent may also assist with maintaining partnerships with local, state, and federal agencies to support intelligence sharing, domestic security initiatives, and critical infrastructure protection efforts.
Work requires strong analytical, organizational, and communication skills, as well as the ability to manage multiple projects and coordinate with diverse stakeholders. The employee must be able to obtain and maintain a U.S. Department of Homeland Security national security clearance at the SECRET level.

This position is funded partially or in whole with Special Revenue Funds or Grants and is contingent upon the continued availability of these funds. Should funding cease or be reduced, this position may be eliminated, and the employee may not appeal the elimination of the position under the Career Service Act.

Requirements
Eligibility Criteria:
- High School Diploma or GED required; AND
- Bachelor’s degree in criminal justice, Political Science, Public Administration, Intelligence, Homeland Security, or related field; or closely related field required.
- Graduate degree in one of the above disciplines preferred.
- Minimum five (5) years’ experience in Intelligence Analysis, Domestic Security, Fusion, or Critical Infrastructure.
- Minimum of two (2) years’ experience facilitating medium to large groups of people at various organizational levels for the purposes of planning, problem solving, or strategy development; OR
Equivalent combination of education and/or experience sufficient to successfully perform the essential duties of the position. - Working knowledge of the National Incident Management System (NIMS) and Incident Command System (ICDS) preferred.
- Working knowledge of the National Planning Frameworks preferred
- Experience conducting research and analysis of information pertaining to governmental programs and operations, especially those associated with Threat, Hazard Identification Risk Assessment (THIRA) preferred.
- Knowledge of Stakeholder Preparedness Reporting (SPR) along with grant management associated with State Homeland Security Grant Program (SHSGP) preferred.
- Candidate must have the ability to obtain a U.S. Department of Homeland Security National Security Clearance at the SECRET level within 12 months of hire and maintain it throughout employment.
Necessary Special Requirements:
- Duties are performed in an office environment at a desk for long periods.
- Must be able to lift, push, carry, or pull a minimum of 25 lbs. independently.
- Work is generally performed during normal business hours although the incumbent may be required to work any schedule that fulfills the needs of the position.
- Extensive use of desktop computers is required.
- Must possess a valid Driver’s license.
